Two retreats are required after all of that - both belonging to the Scots. The Scottish fleets in Scapa Flow and Ulster both need to find new homes. Deadline for the Summer 836 orders will be set for Monday, September 15th (11:59 PM GMT).

ONE IMPORTANT NOTE: when you support another countries F or A to hold OR move you MUST
give the country designation of the unit supported IF it is not your own. It simply ensures that the
GM gets the move right. Thanks for your help.

With apologies to our Sultan, I cannot wait any longer to get the Spring 1904 turn out. Orders were given for a move from Constantinople to Bulgaria, but with no coastal designation specified the move was void. Meanwhile, there's quite a shuffle going on in the center of the board as Austria takes Tyrolia, Russia takes Munich and Germany takes back Berlin...
Just one retreat out of the Spring moves - Italy has two V's to choose from - Venice or Vienna. Deadline for Summer 1904 will be set for Monday, September 15th (11:59 PM GMT).

Folks,
I've received a formal complaint about the adjudication from Jon (France.) Since I'm involved, and therefore unable to be completely impartial, I am putting it up for a general vote. I'll put the next turn on hold until this is resolved, and require you all to vote by the standing deadline. Here's the situation:
- Jon sent me a full set of orders for his units (missing coastal designations for all moves involving France.) *Order Set 1*
- I informed Jon that orders required coastal designations to be valid IF there was ANY chance of ambiguity.
- Since the original orders were not ambiguous (the unit ordered to Spain could only go to one coast,) I did not require designations at that time.
- Jon sent me clarification anyway, including coastal designations in his orders. *Order Set 1.5*
- Jon later sent me a new set of PARTIAL orders, changing the Spain move to a fleet that could go to either coast but leaving out coastal designations and not specifying if it was a full set of orders or only a revision of the units mentioned *Order Set 2*
- I received the email and responded within 15 minutes, asking for clarification. I received no reply from Jon, and the deadline was about 4 or 5 hours later.
- I sent out the adjudication as you all saw it, and just today received the complaint from Jon.
Here's what I want a vote on:
1. Should I revise the adjudication to accept a full set of orders, including the orders deemed illegal by the lack of coasts? (Jon claims he made his intent clear, even though he subsequently changed his orders.)
2. Should I revise the adjudication to accept a full set of orders, minus the orders deemed illegal (since it's OFFICIAL game rules)?
3. Should the adjudication stand, as Jon did NOT submit a full set of orders for his final revision?
The dealine stands as Tuesday, 16 September at 7am EST (11am GMT.) Have your votes in or I will consider it an NMR.

To get a map to show, just post a "Winter 00" adjudication. Include a
map to show the default starting map.
Next results should be Spring 01, even tho the game starts in 97. Keep
them in the 01, 02, etc format.
5pm PST is 12midnight GMT, so I would enter that time as 235900, for
23rd hour 59th minute, 00 seconds.
You could enter 000000 for exactly midnight, but then it's the morning
after, not the evening of for the date so that gets confusing.

Folks,
I know I gave you until tomorrow to weigh in, but you've all expressed opinions already, and I don't believe further discussion will change anything.
While waiting to hear from the remaining active players, I also heard from an eliminated player and two DC moderators. I'm grateful for all the feedback I got on this issue. I've spoken to Jon about this situation as well.
After all is said and done, here's the decision I've come to: Since Jon specified "Correction" in his final order set to me (I missed that very important word when I received the orders,) I will allow the army moves. However, since majority opinion is to follow official game rules, I can't in good conscience allow the fleet orders.
Let this be a lesson to you all: Neglecting the rules can have severe consequences within the game. Your position can be seriously affected by a small omission.
The revised adjudication will be out shortly.

Seriously? Fall was run, even winter was run, and we're backing up to
pre-winter, AND giving France a build to boot?
How is the word "Correction" in any way relevant? Of course a revised
set is going to be a correction. Are GM's supposed to interpret words
like that, or adjudicate the orders a player submitted?
What if France's "correction" was that he intended to NMR those two
units? How can we possibly know? We cant!
You are completely setting a bad precedent that GM's are now responsible
to go check all previous sets of orders when processing the latest set
for any orders omitted.
So to be clear:
If an order submission includes the word "correction" somewhere in the
text, then you will research past order submissions, and selectively
include orders from past submissions with the revised (corrected)
submission.
But if an order submission does not include the word "correction" then
you will not include partial portions of past orders with current order
sets?
Is this in your house rules?
I had no idea such a word would be so impacting, or that GM's would EVER
go pick partial orders from one set and mix them with orders from a
later set.
Are there other such "key words" we should be made aware of? I would
suggest we document them because I didn't know.
Honestly this is the FIRST time I have ever, in 5 years of Dip play,
seen a turn completely backed up past a posted adjudication. I took my
botched orders and made the best of it thru busy / unattentive times.
What is different here? This is ridiculous.

give the country designation of the unit supported IF it is not your own. It simply ensures that the
GM gets the move right. Thanks for your help.

Folks,
I can see that, no matter what resolution I bring to this situation, I can't possibly please everybody. So here's the deal:
I set a precedent in the past for accepting revisions of less than a full set of orders, without requiring a full set of revised orders. THIS ENDS NOW. If you want to submit ANY revisions, I will accept as your final orders only the LAST ORDERS SUBMITTED. This means that, regardless of previous submissions, if you turn in an incomplete final set, that's what I'll adjudicate.
What's done is done: I attempted to remedy this situation to the best of my ability, and apparently failed miserably. This situation will NEVER OCCUR AGAIN. If there's a legitimate error, that is in no way based upon player error, I will fix it ONLY IF a subsequent turn has not run. If we've already run the next turn, tough luck - you're stuck with what you've got.
There's twenty minutes left until my announced winter deadline. If I don't have a build from Jon, I'll run without it. If that's the end result, I hope it's enough to appease everyone else.
