dc340 DCI 2010 - W03 Adjustments: Ukrainian NBR - untitled36   (Nov 05, 2010, 9:07 am)
So wait... When I submitted that build to my other dip game that I wanted to build A Mos, I just kind of assumed you'd realize I also wanted A Mus. I know you aren't the GM of the other game, and have no connection to it whatsoever, but I figured all gamemasters are omniscient and thus I would only need to submit one build for Mos/MUs.

Actually, apart from ascribing any blame to Garry, that's pretty close to what happened. I was sure I'd turned my build in... And I had, but to build A MOS in another game. Curses Foiled again!

dc340 DCI 2010 - W03 Adjustments: Actual Build/Dis... - garry.bledsoe   (Nov 04, 2010, 10:12 pm)
As someone was kind enough to point out, I neglected to give you the actual build/disband detail in the previous email. And, as enterprising as I think this group of stars is, I also realize that you are likely lazy and would rather have it spelled out.

Builds

Sicily: A Pie, F Nap, F Tun

Burgundy: A Dij, F Bru

Eire: F Wes

Israel: F Cyr

Ukraine: waived

Disbands:

Spain: A Tol, F ENG

Poland: A Sil, A Liv, A Fin

Enjoy.

So the positioning continues but Ukraine misses out...

Sicily builds more fleets to try to dominate the Med

Israel keeps pace

Poland's armies melt into the steppes (except for Mas)

Spain's home city army disappears and the fleet visiting England decides to disband; oddly a new fleet appears in Wessex

Burgundy strengthens its borders with an army and a fleet

It seems that I never got orders from John. Unless you have confirmed orders from me I regret to inform you that you are NBR'd.

Let's set up Spring04 for next Thursday the 11th at 3pm CST. NOTE THE EARLIER TIME. I have plans that night and will be doing the turn early to avoid it being late night.

Good luck.

See, the trouble isn't one of omniscience. I SAW the other orders. It is just that I am soooo above reproach and such a purist that I could not accept A Mos as a valid order for this game since there is no Mos. I KNEW your intent but I am not allowed by the GM code to accept any order that isn't to the letter of the law.

Besides, maybe you MEANT to misorder in your subconscious or in the depths of your heart; and, since I can see those places, I acted accordingly.

John, you don't know how much your email deflated me this morning!  Not because your NBR squelched any plans (it didn't)... but because I *am* the GM in that other game, and this morning I had mentally prepared a whole riff about how you must've gotten confused between games.  After all:

- you told me in DC 340 that you were building A Mus
- you built A Mos in DC 345 last weekend
- you're so confused that yesterday you attacked your southern ally in DC 345 thinking that you were moving against your southern enemies in DC 340.

How disappointing to find out that my lame joke turned out to be true.

Well, of course, Kevin.  It just simplifies his life greatly if he follows the same course of action in all his games.  So, keep an eye out on DC 345... if he makes a stab there, you can be certain he'll make the same stab in this game (unless he NMRs).

See Adam, that's the key.  John is flipping sides in all of the games that he's playing.  Sadly, I don't know how he's going to move his fleets north or west in this game... but I have a feeling he'll try instead of continuing his southern assault against me.

(DC 326) Gumball - Winter 1913 Results - Corrino   (Nov 04, 2010, 6:55 pm)
Hi Gumballers,

Thanks to Germany and England for getting their orders in promptly.  Germany asked me to pass on an apology to the group.

"Sorry, everyone.  I've been ill, but that's no excuse -- obviously I
could have found five minutes somewhere.  Just kinda lost interest in
everything the last week.  Hate to negatively impact a game that way,
and it will not happen again this game."

On behalf of the group, I accept your apology, Herr Kaiser.  I'd also like to remind everyone that if something does come up, you can always ask for an extension.  They are virtually automatic.

Winter Adjustments:

England:
Build A Liverpool

Germany:
Remove A St Petersburg

NEXT DEADLINE:  Spring 1914 orders are due Wednesday, November 10, at 8:00 p.m. Eastern U.S. time.

Have a good week-end!

Chris

DC344: On the waning of minor powers - charlesf   (Nov 04, 2010, 5:58 pm)
Hi guys,
as in a recent conversation the idea of a "partisan rule" (i.e. having
minor powers return in a "zombie" fashion in some manner) has again
cropped up, I thought I might share my thoughts with you why I've chosen
not to go down that route with my 1936 design. Not that I doubt that
this might make for a fun game, but it's just not the game flavour I've
been aiming for. Here follow the odd other musings on this subject:
For starters, I'm very puristic in sticking to what's a map variant with
the basic DP system pioneered by Baron and Jeff (with my slight tweak of
not allowing no more than 2 DP spent per country). After all, my orginal
motivation for both my 1648 and 1936 variants were to bring the
"Ambition & Empire" paradigm to other suitable historical scenarios.
I think the minor powers would disappear at a lower rate if players were
to play more of a balance-of-power rather than growth-maximisation game.
But most players don't dig that style all that much, unlike me. I like
propping up weaker powers for the same of the balance of power and
extend much the same philosophy to the sphere of minor powers. Slowing
other people's growth, creating buffer regions etc all strike me as very
worthy goals. Sometimes I think players let crude greed trump over sound
strategy. This incidentally also leads to faster games (which I tend to
welcome, impatient as I am. How's that for conflicted motives?).
Now that being said, I like the narrative arc of the game's character
shifting from one in which minor powers play a major role to one in
which big power blocks under great power control vy against another. If
you think about it, that's very much the story of the 1930s/40s. Indeed,
by 1945, pretty much all other power centres in Europe were eclipsed by
"The Big Three". And that narrowed in the following years even further
into the bipolar world of the Cold War.
Compare that to the 1920s, when the sheer number of newly independent
states in Europe created a degree of power fragmentation on the
continent not seen since, I'd say, the 18th century. One reason why I do
not consider the DP system a good fit for 1815-1918, but just what
European scenarios need pre-1800 and in the inter-war period (just for
the record, I don't think post-1945 variants set in Europe make much
historical sense.)
On a very simply mechanics level, the progressive eclipse of the minor
powers also moves the game nicely along towards the endgame. If too many
SCs were to remain outside player control, well, that'd delay and
complicate solo attempts. And that's very much against the type of
gameplay I want to encourage. For I believe Dippers ought to aim high,
i.e. for the solo. For the drawist school of thought really hurts
Diplomacy. Makes for boring games. I certainly don't want to be
complicit in that as a designer!
Just felt like sharing... Smile
Cheers,
Charles
PS: Happy to say that there shall soon be another 1648 playtest. And one
not GMed by yours truly. Happy days. Smile

DC 345: Anarchy S1902 - AceRimmer   (Nov 04, 2010, 4:45 pm)
There is one retreat. Itea, you knew it would be you.

F Denmark may retreat to Helgoland Bight, Skagerrak, or off the board.

Please submit your order by tomorrow at 3:00 CST (20:00 GMT).

Fall 1902 will be due next *Wednesday* at 3:00 CST (20:00 GMT). Note: I usually give a full week between movement adjudications, but since Thursday is Veterans Day here in the states, I won???t be near my computer??? (If you prefer a Friday deadline, let me know before Monday, and it will be so.)

Dystopia is a muddled place. The muddling is complicated by the fact that I can???t figure out Zonotrichia???s orders just by looking at the map... the arrows blend right in with the background. Still, can such stealth save him? The Were-Hamsters are in Ukraine and were bounced out of Galicia. The Hembrians are in Bohemia. The Dulcerians are in Armenia. Has Warren stumbled into a trap?

And raise your hand if you know what???s going to happen in the Western Med! Uh huh. Hey, you back there... yeah, the guy with his hand in the air??? yeah, you! You???re lying. Get your hand down. The DRE protects everything from Ionian to Rome, but Adaria instead hits Piedmont and Tuscany. Trigspor lurches into Marseilles, but Adaria shifts into Gascony. Is somebody playing mind games with me?

And the muddle in and around the North Sea. With so many fleets cheek-to-jowl, will those alliances be in shipshape, or will one of them ship out to sea? Will somebody give Itea an opening for some revenge?

As usual, there are plenty of opportunities for intrigue and catastrophe waiting just around the corner in Fall 1902.

By the way, if you are wondering how to handle The One Who Will Win, there is information on the Internets... you may wish to check out the Uncyclopedia:

http://uncyclopedia.wikia.com/wiki/Werehamster

In particular, "If you are attacked by a werehamster, and don't want to become one, there are several ways to defend yourself from the savage rodent. Werehamsters, like werewolves, are allergic to silver. However, in their case it is only severe enough to cause mild itching and will not deter a truly determined attack. Killing a werehamster is unadvised as they are an endangered species and may return as zombies to haunt you at a later date. If you must kill a werehamster however, a stab to the heart with a carrot usually does the trick."

On the other hand, "werehamsters make great pets. They are affectionate, loving, and their fur is extremely soft and hypoallergenic."

Spring 1902 Adjudication:

Politics... - charlesf   (Nov 04, 2010, 4:20 pm)
Am 04.11.2010 21:20, schrieb Matthew Kelly:

A big problem with the military budget is that the military
is getting, and having to spend on, things/programs they
neither want nor need. That "group of corrupt,
self-interested, charlatans" doesn't want any weapons system,
base, or program cut if it negatively affects their
districts. Having a brother who was involved in planning for
the future development of the USMC that was one big headache.
The biggest cost is actually people and all the dependents
that go with them.

Well, I think it's all too easy to simply consider this a matter of
politicians' vices. Now, I dare say personal corruption in terms of
corporate campaign contributions (in my view legalised bribery) will
play its part. But such politicians are also genuinely protecting
jobs in the constituencies they're serving. That's what their voters
expect them to do. So you can't really blame them for doing so.

Now this does get a little perverse when industry sets up production
facilities and the like particularly in the constituencies of
influential politicians as was the case in say Rep. Murtha's or Sen.
Stevens districts/states. But that's just a case of people
particularly skillfully maxing out advantages out of a flawed
system. All perfectly rational actors. Name-calling solves nothing.

You have to move on to systemic reform. Both in terms of defence
procurement and campaign funding, if you ask me. That's what I'd be
gunning for were I American.

Now, here in Germany campaign contributions don't play much of a
role since our parties are largely financed by membership fees
(since party membership is more like being in a big club/association
- I myself used to be a CDU member) and public matching funds (don't
you guys sorta also have this for campaigns, but candidates usually
opt out of this?). TV advertising also plays a negligible role here.
Our public media have to broadcast a certain amount of ads for free
during election campaigns. Don't think they really have much of an
impact, for one we don't seem to have negative ads. In any case,
parties here don't spend money on TV ads. Their money goes into mail
campaigns, billboards, the web, rallies and such. All means that
campaigns here cost but a small fraction of what they cost in the
US.

But to return to the issue of ingrained opposition to defence cuts,
well, in Germany I'd say there are TOO MANY demands for defence
cuts. It's a constant struggle to not have the defence budget
further downsized for the sake of other expenditure. But where
there's a lot of ingrained opposition is when it comes to closing
military bases. Most garrison towns really want to keep the business
and jobs the military provides (this also applies to foreign units
stationed on German soil, for that matter). The last wave of base
closures caused no end of fuss among local mayors and such.

Anyway, as we're now about to end the military draft here in
Germany, this will lead to a considerable restructuring of the
Bundeswehr. Frankly, I am worried that the parties will reduce the
Bundeswehr far too much for a country of Germany's size and military
obligations within EU and NATO structures. Obviously that suits
those people just fine who believe we have no business maintaining
troop contingents in Afghanistan. I am not one of them, for I
believe we owe it to Afghanistan to help build a better future
there. Which also requires a military presence. Pretty dismayed most
of my compatriots don't see it that way.

Ah well, hope I've not bored you to tears with this digression into
politics. I wonder: Are Dippers disproportionately political
junkies? Considering the game's nature, that seems rather likely to
me. I'm certainly guilty of being one! Smile

Cheers,

Charles

Apathy is the trend for 306 AD as both Thessalia and Boeotia take the turn off.  The empire of Boeotia plunges into darkness... abandoned by their leader, the remaning forces retreat from the battlefield leaving a scant force to seek guidance from the Oracle at Delphi.  Surely Zeus would not be pleased... but after a years w no communication, Boeotia is out of the game, units will hold, and disband if dislodged.

(DC 326) Gumball - Fall 1913 Results - Corrino   (Nov 03, 2010, 9:22 pm)
Hi Players,

Well, just when you think you know what's going to happen, we have a turn like this.  Welcome to lucky Year 13!

I thought I was going to be announcing the first elimination of the game.  I thought England was a goner.  I thought wrong.

Germany NMR's for the second (or is third?) time, and instead of being eliminated, England actually grows back up to two units!  I guess the Kaiser is just uncomfortable with success.  I don't know what else to say.

Other highlights of the year include

. Italy and France swap dots.  Brest returns to the French, but Marseilles falls to the Italians.  How about that French army in Piedmont?  That could prove interesting.

. The apathetic German fleet holds on to MAO,
thanks to support from his French friends.  Can he count on that support again?

. Austria forces his way into the Ukraine, leaving Rumania open behind him, while Russia focuses on covering his dots.  I predict another round of guessing games on that front next year.

. The Sultan continues his favorite sport:  Smyrna Bouncing!  I wonder if one of these days the Italian fleet might not just duck?

RETREATS:  None.

ADJUSTMENTS:  Germany must remove 1.  England may build 1.  Everybody else is doing the status quo thing.

DEADLINE:  Adjustment orders are due by Friday, November 5, at 8:00 p.m. Eastern U.S. time.  If I get them in tomorrow I'll adjudicate early.  If I fail to receive an adjustment from Germany then the unit furthest from home is automatically disbanded.

Germany is now officially on probation.  I need to see orders for Spring 1914 well in
advance or I will seek a replacement.

Cheers,
Chris

Orders as resolved.  Read 'em and weep... or laugh, if that suits you better.

DC344: Fall 1937 Moves - charlesf   (Nov 03, 2010, 6:27 pm)
Hi guys,

hey, if Nationalists and Republicans can get along in
Spain, perhaps the same's possible when it comes to Republicans
and Democrats in Washington DC... But then, nah... WAY too
fanciful a scenario! :p

So next to this unprecedented degree of cooperation on the Iberian
peninsula, what perhaps another key story of Fall 1937 happens to
be the - hm - manoeuvres held by several nations close to Poland's
home bases.

And how did the newly installed Pr?sident fare? I trust he shall
be dismayed by "le perfide Albion" thanking him for support? into
the Netherlands by simultaneously occupying Brest. The now not so
grand nation also traded SCs with Italy. I guess there's at least
some solace in that Iraqi oil will keep fuelling the French war
effort in the coming year.

Down in the Balkans and the Med, the Turkish leadership is in for
a rude awakening as the Italian army blitzed into Serbia and the
Regia Marina sailed unopposed into the Aegean. Britain has equally
strengthened her Near East presence by forcefully
intervening in Egypt's domestic affairs.

Four additional minor powers succumb to the big bullies, though
Croatia get a reprieve - for now.

Anyway, I'll let you examine the adjucation for further
developments of interest.

Retreats/Adjustments are due this Friday, 6 PM CET. Please submit
orders in good time. I'd prefer not to fret over someone not
getting his in on time as I had to last winter.

Happy dipping,

Charles
