I gave a bit of extra time, but no orders from Russia.  Joe waives his build. Germany disbands in Rome and builds three fresh units at home.  The rest is below.

England removes 1
Germany builds 1 if they retreated OTB.
Italy builds 1.

Turkey builds 1.
