Well, in consideration of my delay in the Fall adjudication, I've waited until the next morning to adjudicate Winter. Even so, there's no adjustment from Russia. However, as there is also no retreat from Italy, the Russian NBR is irrelevant (and unofficial for that matter). Not so lucky for France, who completes the NRR/NBR trifecta (really just a pair, because Russia, as I said, doesn't count).

Italian Army Rumania disbands (leaving Italy unitless)
You may think this leaves Italy off the hook for orders and NMRs from now on... but it does not. According to tournament rules, any player who NMRs is a 'No' vote for draws. But *after* the 4th consecutive NMR, such nations are considered to be voting 'Yes'. Italy just turned in his third NMR. Italy still has an SC, so he has not been eliminated, which means his vote is necessary for draws.
So, if Benjy does not vote on a draw before Monday's adjudication, I will consider Italy to have NMR'd a fourth time, but his vote for Monday will still be considered a 'No'. Clear?

I assume the issue is whether Russia's support is valid because his fleet is on the "wrong" coast. The answer is Yes: the rules restrict movement, but say nothing about restricting support; therefore, the basic "unrestricted" rule applies. This is not an ambiguity. According to the rules, a fleet occupies the entire province - not just one coast. As a result, support against it can come from anywhere adjacent.
Here Is Play Diplomacy Online on the same issue:
"3 provinces on the board generate common questions regarding supports with fleets, St Petersburg (STP), Spain (SPA), and Bulgaria (BUL). Those provinces have coasts, STP nc and STP sc, SPA nc and SPA sc, and BUL ec and BUL sc, with nc and sc and ec standing for North, South or East coasts respectivly. If your fleet unit can reach any coast of that province (1, or the other, or both), it can both SUPPORT a MOVE into the province in its entirety, and SUPPORT a unit in that province to HOLD against another unit's order to MOVE there. SUPPORT into a province, either to HOLD there or to MOVE there are not specific to a Coast. This means my fleet in Barents Sea, near STP nc, can support the MOVE of a fleet in Livonia into STP sc (the only coast it can reach), and the order is valid. There is a correction that needs to be made on the Fall 1903 orders.
The support order given from the Russian fleet in Romania to the Austrian fleet in Greece was invalid. The result of which is that Bulgaria was not dislodged and subsequently disbanded, Greece failed to move, and the Fleet coming from the Ionian Sea bounced in Greece.
This does impact the adjustments phase also... below are the required adjustments. I am going to keep the current deadline, but anyone needs more time I will grant one 24 hour extension if requested.

As much as I hate to confess this, isn't Russian F Rum S F Gre - Bul SC an invalid support, and therefore Turkey's unit in Bulgaria survives? Unless you're adjudicating that it is dislodged because the unit in Bulgaria was an NMR?

I beg your mercy for the delayed adjudication - I have just arrived home from annual training, and have not had much internet access at all the past two days. I will adjudicate by Sunday evening at the latest. All players may revise their orders up until 1700 Sunday.
As a reminder, the current season is Winter 826. The map and RP file following the Autumn retreats adjudication are attached. After Sunday, we should resume our normal schedule and this game will run hopefully run smoothly with no more GM-induced confusion. I thank you all for your patience as I completed my training in Wisconsin.

With the first summer comes a number of interesting turns of events!
Denmark becomes the first power to allow a unit succumb to the climate,
choosing to have his A Yermak Plateau give a final support before
drowning; but it was a successful endeavor for the Danes as the support
sees a Danish fleet seize control of Longyearbyen from the Norwegians.
Elsewhere the Norwegians manage to keep the supply center count by
assimilating the North Pole, but that may not last long as Russia uses a
convoy to put a second army on the permanent ice. Lastly, in North
America the Canadians have a very successful summer; despite having had
an army drown in the spring they manage to pick up two more centers,
giving them a mighty three builds this winter.
We have one retreat: Norwegian F Longyearbyen may retreat to Barents
Sea, Franz Joseph Land, Yermak Plateau, or OTB. That retreat and the
Summer 2011 Adjustments will be due this coming Monday, August 10, at 9
pm eastern. Adjustments due are listed below the adjudication and
adjustments may be conditional on the retreat. As usual I will
adjudicate as soon as I have received orders from all required parties.

As much as I hate to confess this, isn't Russian F Rum S F Gre - Bul SC an invalid support, and therefore Turkey's unit in Bulgaria survives? Unless you're adjudicating that it is dislodged because the unit in Bulgaria was an NMR?

There is a correction that needs to be made on the Fall 1903 orders.
The support order given from the Russian fleet in Romania to the Austrian fleet in Greece was invalid. The result of which is that Bulgaria was not dislodged and subsequently disbanded, Greece failed to move, and the Fleet coming from the Ionian Sea bounced in Greece.
This does impact the adjustments phase also... below are the required adjustments. I am going to keep the current deadline, but anyone needs more time I will grant one 24 hour extension if requested.

I have received a number of questions regarding the revision for Fall 1903 wondering why the initial order was invalid. I have reviewed the relevant rules from the Diplomacy rule book and my interpretation leads me to believe that the support order given was invalid. However the rules are not as succinct and I would like them to be so I am going to seek an outside opinion on this matter. For the moment please consider DC261 paused while I converse with other GMs to clear this issue up.

I assume the issue is whether Russia's support is valid because his fleet is on the "wrong" coast. The answer is Yes: the rules restrict movement, but say nothing about restricting support; therefore, the basic "unrestricted" rule applies. This is not an ambiguity. According to the rules, a fleet occupies the entire province - not just one coast. As a result, support against it can come from anywhere adjacent.
Here Is Play Diplomacy Online on the same issue:
"3 provinces on the board generate common questions regarding supports with fleets, St Petersburg (STP), Spain (SPA), and Bulgaria (BUL). Those provinces have coasts, STP nc and STP sc, SPA nc and SPA sc, and BUL ec and BUL sc, with nc and sc and ec standing for North, South or East coasts respectivly. If your fleet unit can reach any coast of that province (1, or the other, or both), it can both SUPPORT a MOVE into the province in its entirety, and SUPPORT a unit in that province to HOLD against another unit's order to MOVE there. SUPPORT into a province, either to HOLD there or to MOVE there are not specific to a Coast. This means my fleet in Barents Sea, near STP nc, can support the MOVE of a fleet in Livonia into STP sc (the only coast it can reach), and the order is valid. Please note, this can be confusing to new players."

A Fleet that can move to a province with two separate coasts (a Fleet in the Mid-Atlantic, for example) can support another Army or Fleet into that province(in this case Spain) without regard to separate coastlines.

I assume the issue is whether Russia's support is valid because his fleet is on the "wrong" coast. The answer is Yes: the rules restrict movement, but say nothing about restricting support; therefore, the basic "unrestricted" rule applies. This is not an ambiguity. According to the rules, a fleet occupies the entire province - not just one coast. As a result, support against it can come from anywhere adjacent.
Here Is Play Diplomacy Online on the same issue:
"3 provinces on the board generate common questions regarding supports with fleets, St Petersburg (STP), Spain (SPA), and Bulgaria (BUL). Those provinces have coasts, STP nc and STP sc, SPA nc and SPA sc, and BUL ec and BUL sc, with nc and sc and ec standing for North, South or East coasts respectivly. If your fleet unit can reach any coast of that province (1, or the other, or both), it can both SUPPORT a MOVE into the province in its entirety, and SUPPORT a unit in that province to HOLD against another unit's order to MOVE there. SUPPORT into a province, either to HOLD there or to MOVE there are not specific to a Coast. This means my fleet in Barents Sea, near STP nc, can support the MOVE of a fleet in Livonia into STP sc (the only coast it can reach), and the order is valid. Please note, this can be confusing to new players."

There is a correction that needs to be made on the Fall 1903 orders.
The support order given from the Russian fleet in Romania to the Austrian fleet in Greece was invalid. The result of which is that Bulgaria was not dislodged and subsequently disbanded, Greece failed to move, and the Fleet coming from the Ionian Sea bounced in Greece.
This does impact the adjustments phase also... below are the required adjustments. I am going to keep the current deadline, but anyone needs more time I will grant one 24 hour extension if requested.

It seems that I was mistaken in my interpretation of how a fleet can support another unit moving into a multi-coast province.
The effect of this is that the ordered support from RUM is valid. So the first results email was accurate. If there is any further confusion please let me know and I will explain in greater detail why the order is valid.

I apologize, gentlemen. I have become slovenly in my GM'ing and have for the second straight week yutzed on an adjudication. I'm sorry.
The draw proposal fails.
I may be becoming lazy, but I'm behind Benjy who for the third straight season NMRs. In consequence, he has a retreat to submit:
Italian Army Rumania may retreat to Budapest, Serbia, or OTB.
On account of the many disbanded units during the year (English Army Warsaw, French Fleet Tyrrhenian Sea, Turkish Army Piedmont), the adjustments phase will feature multiple builds:

France: Supp 6 Unit 5 Build 1
Italy: Supp 1/2 Unit 1 Build 0
Russia: Supp 4/5 Unit 5 Remove 0/1
Turkey: Supp 9 Unit 8 Build 1
[Note: with no home centers, Italy cannot build a unit if he retreats to Budapest]. Russia should submit a conditional disband. Others may also submit conditional adjustment orders.

Players of dc212, dc224, dc230, dc250... Trout has let me know that his fantastic dialup access has been demolished by a falling tree. True bastards those falling trees can be, demolishing their phone lines like they think they're big, and heavy, and... can demolish phone lines. Wait. They are those things.
Anyways being that trouts tend to not be psychic, he has indicated that he is not going to attempt to predict when the local service companies will be able to deal with aforementioned fallen tree, let alone get the phone lines up and working again.
Worst comes to worst, hang in there for we all know that by at least the end of the season, Trout will resume his swim downstream to return to cooler waters. By that time, or sooner, we should hear more from him. Or, tomorrow when he goes into the nearby town, whichever is sooner.

I am going to delay adjudication for press! Please send in press separate from orders and with press in subject line, so I am sure that you want it issued early, and so I do not believe it is intended to go out with orders. I do not check much more than subject line till I am ready to adjudicate.

As you can see I have throw everything Eastwards, with some exceptions as detailed below.
Thank you for your advice re SPA. I have ordered my A to take it.
Here is my outline plan.
1. Please do not be alarmed at F NTH. Will go to SKageraak next season and you can eliminate so I can build an extra army. If there is a better way, please advise soonest! If you have bounced me here, (which may well be the case) please advise how I can disband efficiently.
2. Allow me to take BRE.
With the extra A from SPA, and BRE, and the disbandment of my F, I will have three extra armies to slow the Turk.
Bertie, you must trust me here., I will go all out to stop Turkey, but I need you to cooperate with me as much as you can.
The matter, the future of Europe is in your hands!
Do not let it fall to the islamic infidels, two thousand years of Christianity is at stake, we CAN stop him, and the decision is entirely yours!
