A Remove Nor, build Mos is valid since nor had the retreat option of OTB, which it took. This caused one build to be available... used at Moscow.

As I noted yesterday, there is plenty of action in this adjustment phase. All of the newly-built units are fleets, no doubt a thrill for Europe's shipbuilders. The removals occur mostly on the ground.
