All four adjustments in a bit early with none marked as preliminary, so
the adjudication wheel gets kicked into gear! Seems people are still
valuing the seas, as again more fleets are raised than armies...although
one fleet does sink due to lack of supply.
The deadline for Spring 1903 will be this coming Monday, Feb. 11 (and I
double checked this date so it should exist), at 9 pm eastern.

Sorry I didn't send a reminder email - so you're kind of getting one
now. I won't be able to adjudicate until later tonight, so the two of
you from whom I have no orders get a bit of break. Turkey and France,
get them in ASAP (everyone else I have orders from). If they're not in
by when I'm ready to adjudicate later today (probably about 6 or 7
eastern), your grace periods will be activated. You already got one
basically for free...would be a shame to waste your actual one too...

The middle of the board lies empty while everyone turns to one side or
another...Italy storms into MAO, England sneaks into Sweden, and Germany
enters France while France enters Germany. And the Balkan battle has
spread beyond the Balkans, from Mos to Ion, although for now it's mostly
just a big bounce.
We still are yet to have a retreat, so we move directly to Fall 1903,
which is due on Monday (Feb. 1 at 9 pm eastern.

A lesson learnt well by both Quebec and Cuba, and taken especially to heart by the Texans. Squeezed on all fronts, Texas joins the turbulence of the middle of the board and when the smoke clears, we find that the phrase 'Remember the Alamo' lies only in the history books. My thanks to Nathan for throwing his hat into this particular nest of scorpions, and for playing it out although stung rather severely. =)
There are some massive changes on the SC count for the winter, but first we have four Early Winter retreats. The two Texas retreats are academic, however New York must retreat the army in Maine and Peru must relocate from Panama. Deadline for the Early Winter retreats will be set for Sunday, February 17th (11:59 PM GMT).

Welcome to my Deluge Game - also known as Ice Station Zero.
It will be treacherous here, and rumours are abound that the water level is already rising.....
Okay
1) Deadlines. Your first Deadline (Winter 1900) is due next Thursday the 21st at 9pm, Australian EST. This is 10am GMT on Thursday 21st, or 5am New York Time or 3am Los Angeles Time (so if you are in the states, best to send your moves at the LATEST the night before my deadlines).
In this first phase, each player can decide what starting units they want? (of course your fellow neighbours may wish to discuss with you before you build..).....Players can build armies in any home starting SC or fleets in any coastal Sc....

Here are another copy of the deluge rules (including the re-modified Army-Fleet rule) for you to read. I've added a 3rd example to the a-F rules to answer a question, a player asked me.
Deluge Rules.

Deluge Rules.
0. Regular Diplomacy rules apply except when they don't.
1. The game begins in Winter 1900 which is played as a separate season. Players may decide which type of unit to build in their home centres in readiness for Spring 1901. For example, Russia may build F(StP)nc if it wishes.
2. Any army in a coastal province may, instead of being ordered to move or support, be ordered to turn into a fleet. Such a transformation will be successful provided the unit is not dislodged that move.
3. Rising sea levels result in the gradual submergence of provinces according to Table 1 below. Submergences occur every year after any adjustments in Winter. Once submerged, a s.c. is effectively destroyed and may not be used for the following Winters' adjustments.

4. Armies in provinces which submerge are drowned!
5. New supply centres are formed in the course of the game, after all Winter retreats and adjustments, according to Table 2.

W 1903: Pie.
W 1904: Boh, Sil.
W 1905: Swi.
W 1906: NAf.
When a new s.c. is created it immediately comes under the control of :-
(1) any unit occupying that province
(2) the last country to have a unit in that province
(3) the country within whose boundary the new s.c. lies
(4) if none of the above it is neutral.
6. Iceland is a valid space in this variant and it becomes passable after W 1901. The province of Switzerland becomes passable after W 1904.
7. Players may build units in any vacant supply centre which they control.
8.The winner is the survivor (if any) after W 1908.
9. We will be using the modified Army-Fleet rules. These are :-
A fleet is capable of carrying an army (rather than convoy) to further spaces on the map. The 'boarding' phase happens prior to moves, however the 'disembark' phase happens at the same time as regular moves. If the 'carrying' fleet does not move in that season, it can adds it's support to the disembark. Here are some examples of how this might work.
Example 1
A London Boards Fleet English Channel
F English Channel moves to Mid Atlantic Ocean
A London disembarks in Portugal.
So london moves to portugal with strength of 1. If it bounces out of portugal it will remain on board the fleet in the MAO creating an A/F
Example 2
A Mid Atlantic Ocean disembarks in Portugal
A/F Mid Atlantic Ocean supports A Mid atlantic ocean - portugal
The army on board the A/F would attempt to move to Portugal with support, so a strength of 2.
NB - a combined A/F counts as 2 units.
Example 3
A London Boards Fleet North Sea
F North Sea suppors A london - holland
A London disembarks in Holland.
In this example, the army in London is moving to Holland with a strength of 2. If another country cut the support from the north sea the army would only move to holland with a strength of 1.

I have taken the liberty of retreating the Turkish army to Constantinopole (it's own retreat).
Now due to either very careful planning or Keller throwing a 'spanner' in the best laid alliance at the end of the game, but Germany has acquired his 18 SC and won this game.

Dc142 Fall 1903 was due this Saturday 16th at 9pm, Australian EST.
I have NO moves from :-
France or Turkey.
Unfortunately players cannot rely on me getting a 24 hour reminder out every season, as sometimes things come up in real life and i just can't get those remimders out.
Luckily for France, Turkey has not yet used his Grace period up so we now enter Turkey's grace period. So France has a chance to get moves in before Tukey does...
also given the fact I wont set deadlines over a weekend unless the players are notified before the weekend, I will be adjudicating as soon as I have received moves from Turkey or Tuesday night (after the american weekend finishes).....
all players are welcome to change their moves.
Only Germany and Italy have grace periods remaining so the next time this happens to France or Turkey it will be a dreaded NMR

We're unfortunately missing all four retreats from Turkey for the Early Winter turn. I'll give Joe a few more hours to send me some word, and then I will auto-retreat the units OTB if nothing is received.
In addition, both the French solo and the Italian solo proposals have been shot down. We play on!

On the build side, France and Italy beef up their navies, while Russia and Turkey each add ground troops. For removals, each unit disbanded was the farthest from its respective home country.
We'll return to our normal scheduled day for spring 1904, which will be due Thursday 2/21 at 3pm Central (US). The day before the deadline is one of my busiest of the year at work, so I may not be able to send out a 24-hour reminder this turn. Happy stabbing!

These are either a lighthouse or a watchtower! (hopefully you can tell
which it is – tho they are functionally equivalent, I just put watchtowers
if inland, or lighthouses if coastal). It watches over the two spaces next
to it, and keeps them lit up on every map you receive. This makes it harder
to sneak up on these key cities. If it's unclear, feel free to ask. This
is a new feature for FOW IV, after having seen some brutal surprise stabs in
games past.
If your lighthouse or watchtower is captured, it does NOT operate for enemy
occupiers but will stop working for you. If you can liberate the city, it
would resume operation.
