What is it about the map making process that makes the Magicians territory colored differently in the two maps sent? I must have a fundamental misunderstand

I'm in agreement that a NVR should not stall a draw vote.  If they've checked out to the point of not supplying moves or votes, its unlikely they really care one way or the other.
