Mike, I think you're right here.

It looks as though the Austrian attack from Vienna is succeeding in cutting support in Galicia. That obviously can't happen in a case where the support is being used for an attack on Vienna.

Looks as though you found an RP glitch. Interesting. Wonder who we would notify about this...
