Hello Leaders of the World,

Small powers UNITE! Nations with lots of supply centers are the enemy!
Put aside petty squabbling, and join forces to fight the enemy! If you
and your ally do not have the same number of supply centers (or very
close), YOU ARE NOT REALLY ALLIES! The more powerful nation is just
using you, and the weaker nation is delusional. SMALL POWERS UNITE!
