GM- Comment.
My house rules have been amended to include a process that i do, but didn't document. The relevant section is now paragraph 12 (which should be on the site soon ) but says:-

Reminders.

I will, when possible, send a remainder email to all players before a deadline. If this remainder email is sent within 30 hours of the deadline, I will name the countries/players that I have not yet received any moves for. However player should not rely on these reminders to submit moves. It is the playerâ€™s obligation to submit moves, not the GMâ€™s obligation to remind them.

I am also in the process of updating my house rules on 'retreats' (ie just stating that as per the original rules, retreats were not meant to be negoitated on so no extensions will be given for retreats and all retreats are considered final)
