Sorry for the long delay, I got a bit distracted by a major event at work -- it's not every day that you get to work on borrowing $1.2 billion dollars. (Kevin, if you see this message, you can probably guess what that's for.)

I could not find build orders for either Austria or Russia, so their builds are waived this turn. Italy bids farewell to its ground forces, maintaining the fleet after it beat a hasty retreat to Eastern Med. France builds armies to counter the now-diminished German threat to his home centers. England expands the Royal Navy, and Turkey adds another army.

Spring 1904 orders will be due Tuesday 4/15 at 3pm Pacific. Thanks.
