Both England and Italy add fleets, while France and Turkey raise armies. Germany's army is disbanded, and Russia loses its fleet.

Spring 1904 orders will be due on Monday, February 2 at 3pm Central (US) / 21:00 GMT. The groundhogs should all be back underground by then, no doubt after telling us there will be not 6 weeks, but 12 weeks more of winter... or at least it feels that way!
