Hey all,

Two more NMRS this time 'round, and Italy isn't one of them. I actually got his orders in my inbox this time (yay!). Budapest, assulted by two more powerful forces, nevertheless remains in Austrian control, preventing his elimination.
All in all, we see drastic changes in the center counts this year. England drops by three centers, and Austria loses two. The Big winners are Italy and Germany, who each gain two. France nabbed one, and Turkey remains even. However, Turkey still gets a build that has carried over from waaaay back in winter '02.

We need a retreat from England (Nth can retreat to Eng, Edi, Nwg, or otb). And then the builds:

Austria: -2
England: -3 (Or -2 if Nth retreats OTB)
France: +1
Germany: +2 (Though he only has one open center)
Italy: +2
Turkey: +1
