Waited a bit to see if Kat would show up but didn't happen.

So we had these orders:

England build A Lon
Turkey remove F EAS

So here's where we stand for Spring1907:

If Kat doesn't show back up, Germany will go into CD. With no units and only one SC, there seems no point in finding a replacement AND it's against my policy.
We have two EGP's - a 3-way EFT and a 4-way EIFT. We need a vote for that in the Spring with orders. IF there is a missing set of orders (i.e. Germany), that counts as a NO vote so nothing will pass. If she goes into CD in the Spring then she does not get a vote in the Fall.

Spring is due next Sunday the 24th at 8p CDT.
