There are two units dislodged, so there will be Autumn 1908 retreats:
The German fleet in London may retreat to Wales or OTB.
The Russian fleet in Norway may retreat to Barents Sea, Skagerrak, St. Petersburg (nc), or OTB.

Winter 1908 adjustments will be as follows:
Germany: build 1 (or build 2 if retreat OTB)
Russia: no change (or build 1 if retreat OTB)
Turkey: remove 1
