And the end-game proposal votes are... not released until Monday. There seems to have been a little confusion on the process. But, essentially, I will count the votes immediately before the Spring deadline unless all votes are marked final before then (but since I don't check diplomacy email a lot over the weekend, it may still drag out until Monday...).
