First of both proposals failed to obtain unanimous approval and so both fail.

One retreat needed for Summer 1909.

English F North Sea can retreat to Yorkshire or Edinburgh or Norwegian Sea or Skagerrak or Denmark or Helgoland Bight.

Mark is on vacation until the 4th so I've set the deadline for Summer as Tuesday, January 5th by 9pm.
