Because there are two, you must vote on both. A lack of voting counts as a NO. Additionally, if both pass, the more inclusive one will be the one that is accepted. I know that seems weird but I adopted that from someone a long time ago as the standard when I first started playing and it is used. Makes more sense in 3 and 4-way draw proposals coming at the same time; less so here. Nonetheless, make note of that!
