If I recall from earlier postmortems the issue around getting across the water
was by design. I understand the issues that have been raised and I think the

Remember David in all these talks of balancing the game, Diplomacy is inherently unbalanced. Russia and France win significantly more often than others, while England and Turkey survive to more draws.
