After careful rereading the wiki article on this variant (www.dipwiki.com/?title=Mandate_Of_Heaven) I believe a proper interpretation of the neutrals ordering is that only if a majority of the players AND those players being in control of a majority of the units on the board order a neutral to do something, then it will do it… not simply the order for the neutral which got the most votes. So – 2 of the neutral orders I sent out last time were as a result of a neutral being a clear winner over any other choice, but not a majority of the players. So these are hereby revised:

The only change is the F Tung Yueh DISBANDS as a result of confusion, it does not go to SCS. And A Chungshan still disbands, tho as a result of confusion, not a majority order. The other 3 units DID get at least a matching 4 powers ordering them.
The implication of this is that as long as 7 players are active in the game (or even 6), it will take 4 players cooperating to get any neutral unit to move.
Now – to delay or not for this? Well playing it out, the Fleet in SCS would not do anything for this turn as a result of your collective orders, so it is non-impacting on the game that it does hereby NOT EXIST and we’ll move onward with the f01 results.

So I kind of forgot that I had set a deadline for Wednesday, so here are
the delayed results; I apologize. Luckily, with our Italian leader
having already requested a delay, my little lapse in concentration will
not set the game back any further than was already planned. The next
deadline, Spring 1903, will be this coming Thursday, November 13, at 9
pm eastern. Any necessary retreats will follow that, but then Fall 1903
will not be due until Monday, November 24 in order to accommodate
Italy's absence.
The adjudication sees units retreat to Edi and Aeg, and Austria removes
his army in Tyrolia. Despite the extra time available I received no
build from Sultan Vince, so Turkey waives its build.

This is only the 2nd time the Pericles variant has been played, and both times the game ended in a solo. Does that imply this game is disposed toward single winners over draws? Surely a 2 game history is hardly sufficient to base a statistical analysis, but 2 for 2 is pretty convincing. We’ll have to run another game next year and see if the trend continues. (nudge nudge if any of you want to run a game of something, speak up – we’re always looking for good GMs)
I didn’t think this was going to be a solo with the north-south showdown that started forming toward mid game, and especially not for Boeotia, as the difficulty for that nation to get armies onto the peninsula seems to be a prime challenge. However 17 years (and 256 days) later, Scott pulled it off.
