Message from the Editor:

Under normal circumstances, one issue of the Courier News will be published each week, however, we received a number of responses to the North Asian Pictionary Scandal. In order to keep our readers fully informed as quickly as possible, we have decided to publish a supplemental issue of the Courier News. The first article is a direct response from Japanese leadership, the second, an independently written article by a well-known investigative reporter, Thomas Kensington. We have not verified the accuracy of the second article, however given its source, the "Shovelling Steam," a monthly conspiracy magazine, we are comfortable with its authenticity. We have not modified the responses in any way, they are provided as they were received, so you can judge for yourselves.

Also, we are always looking for new stories, so please feel free to submit your stories or suggestions for stories to worlddiplomacydc195(at)yahoo.com (worlddiplomacydc195(at)yahoo.com).

Sincerely,
Editor and Chief

Japan Responds to Pictionary Scandal!

This is an official response from the Undersecretary of Foreign Affairs and the Cultural Attachee of Japan. This message has been blessed by the Japanese Emperor.

The latest World Diplomacy Courier News carried a report on the relations between the nations of Song, Sichuan, and Manchuria and the Heavenly Land of the Rising Sun. Its correspondent reported on plausible causes for the recent deterioration of the relationships between these nations. Sichuan was being quoted having said that events during a game of Pictionary have
led to their attack of Manchuria territory. Japan has serious doubts about their true motives. After all, this was definitely not one of the first games of Pictionary Sichuan had lost. Nor was this the first time that Japanese players had been staring at the First Lady Pen Pen of Manchuria. She is after all widely known for good looks and charm. That this may be beyond the Sichuan representatives doesn't surprise us at all: they are widely known for the lack of taste and
appreciation of life's beauty. Who can expect them to understand the finesse of the Manchurian art of drawing where a few lines can express 1000 words! It's then no wonder that even the lemmings are all running AWAY from them.

Indeed, their barbarian nature is quickly draining the lands they occupy, leaving behind nothing more than smoldering ashes and barren wastelands. THAT is the true motive to expand their territory.

Japan asks the civilized nations of the world to join us in our protest against this brutal rape of the Manchurian society and to help protect this noble nation.

Signed

Undersecretary of Foreign Affairs
Ki Smai S
Cultural Attachee of Japan
Du Itto Mee

The Pictionary Scandal – Independent Research
The Olympic Occupation
by Thomas Kensington
Investigative Reporter

What originally seemed like merely an opportunistic bid to control the world's biggest stage is beginning to get a lot more complicated. It has been well established that the attack on Beijing by the armies of the Sichuan Empire sent Manchuria reeling into confusion and disarray. Many have guessed that the attack was successful only because the Manchurian military was being used to provide unsurpassed security for the Olympic Games. The invasion has been described as vicious and underhanded, prompting calls from many corners of the globe for the retreat of Sichuan forces to accommodate the resumption of play.

That is the story everyone already knew.

But as with any action as drastic as the one taken against Manchuria, pundits around the world are struggling to answer the question: "Why would Grand Despot Dog Dug dig himself into the dugouts of the softball diamonds?" Many theories have been presented, but none seem satisfactory. Was it a simple power grab - the wish for more land? No. Was it merely the act of a crazed dictator against his democratically elected neighbor who is beloved by all his subjects? Doubtful. Was it, as the despot himself claimed, the need to own oceanfront property in order to drive away a lemming problem? Yeah right... unless by "lemming" he meant a soldier that will blindly follow his Emperor's orders over the proverbial moral cliff.

Instead, after an extensive amount of research and speaking to leaders of other countries around the world I have come up with the following: Olympic-sized envy.

As an empire with a much smaller population, Sichuan has very little chance of hosting an Olympic Games in the next five generations. The simple fact that Beijing was chosen to host the current version of the Games drove Dog Dug down into despair. Out of his wish to be in the spotlight, he devised a plan that would turn the eyes of the world on him, convinced that once he had control of Beijing, the Olympics would be better than they ever could be under the Manchurians. And so, he moved stealthily into Beijing and took control of the Games.

So here we sit, waiting for hostilities to cease in the northeastern part of Asia, the world's best athletes being held captive by the world's greenest despot. So, will he stop the fighting at the shores of the Yellow Sea? Recent developments suggest otherwise.

A recent interview cites Despot Dog Dug as saying that due to the dishonor displayed by Manchurian President Pen Pen (the nickname given him by his adoring subjects) during a game of Pictionary, the invasion of the yellow lands will continue. The issue, according to Diplomatic Corp Courier News, revolves around an incident involving Mr. Pen Pen's drawing and the subsequent correct answer of One Flew Over the Cuckoo's Nest, which was allegedly done after three lines and possible suggestion from the Japanese interim leader Naoki, the mayor of Osaka.

I managed to catch up to President Pen Pen as he was entering a strategy meeting with his top military officials. When asked him about that game, he replied, "Yes, I'm sorry I cheated, of course. It didn't dawn on me at the time that it was a number."

His response intrigued me. He admitted to cheating but only mentioned the well-known rule that numbers and letters are not allowed in Pictionary drawings. He made no mention of collusion or the possible fore-knowledge of the card. I was puzzled over his admission for quite some time, until a chance meeting with Prime Minister Barrow of Belize. After discussing the tragedy of this loss of sport, our discourse turned toward the ill-fated game of Pictionary. When he heard that the issue involved One Flew Over the Cuckoo's Nest he felt he had something to share.

During the most recent Summit of Countries Having Capitals Starting with 'B', he observed what he thought was a friendly game of riddles between Mr. Pen Pen and the Thai King Hirsa-Kow. The game was won by Hirsa-Kow who presenting the following diagram:

|
\ /

According to Barrow, Pen Pen was asked which piece of literature the diagram represented and was unable to answer. As it turns out, those three lines meant the following:

| = One
\ / = Cuckoo's Nest

which explains how three lines could have come to represent One Flew Over the Cuckoo's Nest. So I had to ask myself, did the Thai King have his hand in the continuation of the war between Sichuan and Manchuria? But, you will say, he wasn't even at the game. How could he know what card Pen Pen would pick? Perhaps he didn't, but I suggest someone else did.

You see, my sources tell me that the game was held in the home of Osaka mayor Naoki who had been given the reigns of the Japanese government while Emperor Shichirou was hospitalized after a bout of food poisoning. In these games between Japanese, Song, Sichuan and Manchurian leaders, they always start with an "All Play". Therefore, Naoki could have rigged the deck to ensure the first card contained the clue in question. Pen Pen, having seen the drawing made by Hirsa-Kow just days earlier and having showed it to his wife, quickly wins by recreating the riddle, only to realize later that it included the number 1, for which he apologized later.

Finally, however, we must ask why the King of Thailand and the Mayor of Osaka might join up with Despot Dog Dug in their attempt to remove any power from President Pen Pen. The question comes down to the same answer I posted earlier: Olympic-sized envy. A quick look into the history of the voting for host cities shows that long before Beijing beat out Toronto, Canada, for the right to host the 2008 Games, both Bangkok AND Osaka were eliminated from the running. Means, motive, opportunity: game, set, match.

I therefore call on the international community to condemn this act taken out of sheer envy by three leaders who wanted nothing other than revenge for something that happened before the current President of Manchuria even came to power... and to the Despot Dog Dug of Sichuan: You got your apology, now please take your "lemmings" elsewhere.

We have 2 NMR’s! Egypt and Inca miss the deadline, so keeping consistent, I’m going to fill these with alternate players if I don’t hear from these guys by the retreats deadline. Not surprisingly, all 3 who have NMR’d so far were new to the club.

On brighter matters, I’ve got the variant cleaned up so all the colors show much more vibrant and distinct, let me know if you like this map version better!

Onward to world domination!

Dc181 Draw Proposals - deathblade_penguin   (Aug 06, 2008, 12:05 am)
Dc181

Your next deadline is:-

Fall 1903 which is due on Wednesday 13th August at 5pm, Australian EST.

There are 2 draw proposals on the table. Please vote with your Fall moves.

1. An Austria-Germany - Italy draw.
2. A DIAS for all active countries with at least one SC.

A couple of notes on the proposals.

A) If both proposals receive YES votes, the A-G-I will take precedence over the DIAS as it was proposed first ie the AGI will pass and the Dias will fail.
B) If France fails to submit moves for Fall, he will be placed in CD. This will mean that he automatically votes YES for both draw proposals BUT is not an active country for the purpose of the DIAS.

Subject: Re: DC138 Winter Of Our Discontent - Winter 2012 - Feed My Frankenstein

Thirded and fourthed. Any chance we can take a binding, public vote to determine if we can take another binding, public vote on end of game proposals? That way we'd all be voting for a temporary change in the rules, not forced into it (assuming someone out there must be at this point.)

Or is someone just perpetually forgetting to vote on the EGPs?

If someone is angling for revenge or stirring the pot - consider this. I, the most likely candidate to be sneakily juggernauting for a solo, am HELPING my rivals move north. I informed them about a one army build so I've a reserve/hole filler. Its doubtful that I'd do that if I was angling for a solo. On their part - Lee and Bruce are not moving towards one another, and they waived all their builds this year. If they were looking for a fight, they'd have gone for the whole hog and I'd be sweating.

So bottom line - the game is a three way draw. Even if we play it out for the next two-three turns until (theoretically) all the smaller powers are gone and the three of us are all thats left the end result will be the same. Lets just declare victory and leave Mesopotamia...err pick a new map to beat one another up onSmile

I demand to know the name of the person(s) whom are prolonging this exercise and a pretty damn good justification for it. We have been voting every turn for the past 3 game years and for some reason that I think we all deserve to know what the point is. Obviously one of the largers feel they can solo or one of the smallers is being vendictive to repay one of the largers...

I could care less but I think we deserve to know what this person(s) feels would be an adequate outcome to this game.

More wisdom from the book of Suess:

Don't cry because it's over. Smile because it happened.

Both draw proposals meet defeat and we proceed with the Winter adjustments. However, there's a lot of waiving going on - the only build being an army in Calgary. Meanwhile, California disbands all eight mainland armies - leaving only the southern fleets... All said and done - rather an odd Winter turn.

We move on with the Spring of 2013. Order deadline will be set for Friday, August 8th (11:59 PM GMT). Cheers folks!

Heya folks,

Well, I need to take my lumps here. The BC/Mex/Fla draw was never officially proposed by me as an alternative. With everyone including it in their votes, in my muddle of this last week I thought that it had been. Reviewing the records however, I see that it never was - and if it had been, I have been informed that at least one player would have voted against it.

So we play on! The Fall adjudication is below. We have four retreats, but they all have only one place to fall back to - I will auto-retreat these and publish the Early Winter adjudication later this evening. Winter 2012 adjustment deadline will be set for Sunday, August 3rd (11:59 PM GMT)..

Apologies about this mess, folks. I believe this is the best way to move forward. Cheers everyone,

DC138 WOOD - A Peace Too Soon - former.trout   (Jul 31, 2008, 5:09 pm)

Trout

Heya guys,

My most sincere apologies for the delay in getting the winter adjudication out. Paolo has happily returned, and your humble GM has happily gotten his act together. (My four year old nephews safely packed away and taken home from the cottage, I now find myself with the time to dial up the internet...)

In any event, the winter builds arrive as listed below. After this slight stumble, we now revert to our regular schedule... Deadline for Spring 1907 orders will be set for Wednesday, August 6th (11:59 PM GMT)...

Cheers everyone. Thanks again for the patience this last week..

DC176 needs new ITALY - bielf11   (Jul 30, 2008, 12:53 pm)
Italy's player had other longterm commitments so we're looking for a new player.
DC176 is about to enter Fall 1907. Only Turkey has been eliminated sofar. The game is still well-balanced with 4 Powers (ENG, RUS, AUS, and ITA) holding almost the same number of 6-8 SCs. France is making life hell for England and Germany has done well surviving with only one unit remaining.

Who has the guts to join this game?
Then go to Open Games and follow the Join This Game link.
I dare you. Twisted Evil

I am going to set a new Spring 1901 deadine for Saturday 26th at around 9am Australian EST.

Now I wont be getting up at 9am on my saturday lol but i will run the turn as soon as i have time on that day.

So basically I'm giving Paolo 24 more hours to come back and then I feel I've give him some time whilst not unduly holding up our game.

DC196 Heroes And Villains - Winter 1901 - The Chai... - former.trout   (Jul 20, 2008, 12:38 am)
Ah, savory cheese-puffs, made inedible by time and fate...

Heya folks,

Builds spring up across the board - new troops in the battle against super-villain injustice. Armies in Vienna, Munich, Trieste, Berlin, Moscow and Ankara march into the scene. Meanwhile, the seas get a little more crowded in Marseilles, Kiel, Naples and Constantinople.

We'll groove along into Spring 1902. Deadline will be set for Friday, July 25th (11:59 PM GMT).

Cheers everyone!

DC138 Winter Of Our Discontent - Spring 2012 - Tra... - former.trout   (Jul 18, 2008, 11:56 pm)
Today you are you, that is truer than true. There is no one alive who is youer than you. - Dr. Seuss

But another gleaning of wisdom is found in the ashes of Spring 2012 - this one from the Far East:

"When the snow leapord is high in the mountains it appears majestic, but it is treated like a dog when it comes down to the valley." The general who invaded Tibet told the Dalia Lama that in the 1950's when he was considering what his next move for Tibet was."

Likewise, we continue planning our next moves - for all diplomatic solutions to the conflict are defeated by one or more votes. Despite the smorgasboard of options presented, all are shot down. But where will the friction lead to, as BC mistakes a key support for an ambitious Flordian convoy, California continues to shift southwards and the Cuban government-in-exile continues to thrive and survive in Venezuala...

Two retreats are required from the Spring maneuvers - one from Mexico and one from Florida. We'll set the Summer 2012 retreats deadline for Monday, July 21st (11:59 PM GMT).

Cheers folks!

dc188 - POSTPONED, seeking a replacement for ENGLA... - kevinokelly   (Jul 18, 2008, 4:32 pm)
Greetings players,

England has not submitted orders nor sent me any emails since Spring 1902, so we will wait until Tuesday at 5pm to adjudicate this turn.

What will happen is... if somebody takes over before 5pm EDT on Tuesday, that player can receive up to 24 hours more to negotiate quickly, but I will keep this game moving. If no player fills in by 5pm Tuesday, I will adjudicate with England as an NMR.

ALL ORDERS are locked at this point. The only changes that can be made is if we find a replacement England.

I will only accept replacements who have currently played a game in DipCorp before or players who are only in one game currently. Rare exceptions will be made to those restrictions.

Replacements, please email me at the above address to express your interest in the position. The current map is on the DipCorp website and all of the adjudications are on there as well. The position is not great, but it is manageable.

Thanks, and everyone have a good weekend.
-kevin

DC196 Heroes And Villains - Fall 1901 - The Idea M... - former.trout   (Jul 18, 2008, 12:43 am)
Ah ha-ha, diplomacy. The ancient contest of wits. Seven opponents: mano a mano. Braino a braino...

Yes, after that short delay we find ourselves battling for justice once again - with varied results across the board. France proves a deciding factor in prolonging the battle for Norway, Russia finds the door to Rumania closed, locked and walled up for good measure, and the new Kaiser powers the Wehrmacht to a 3-center gain. Definitely an interesting turn. =)

No retreats are required so we'll move directly into the Winter adjustments. Deadline for builds will be set for Saturday, July 19th (11:59 PM GMT). Please just let me know if you spot any error with this adjudication.

Cheers folks!
