I think that everything could be inferred from the last paragraph, but the one that precedes it makes the game specifics very clear. Adding a version of it to what you already have makes the rule more immediately comprehensible.

While I've touched upon this point in quite a few private mails, I think a more general reminder can't do any harm:
The Imperial Crown only changes hands in winter since it is then that actual SC control changes. As builds follow upon winter SC control changes, it follows that HRE privileges may be immediately used upon receiving the imperial honour.
Now, I think this is quite clear from the following sentence in the variant rules: "The Great Power owning the most HRESCs is considered the Holy Roman Emperor and enjoys the described building privileges. The title only is transferred whenever one single Great Power other than the present office-holder (initially Austria) controls the most HRESCs." But my question is to you: Do you think I ought to further elaborate on that or is that sufficiently clear? Did anyone not understand how these things work from reading the rules?
