The Russian sent no builds making it his second NMR. He has, therefore,
abandoned his position. I will seek a replacement unless he contacts me
otherwise.
A proposal for a German-French draw is on the table, but unless the
Russian player steps up, it will have to wait for his replacement.
If Russia doesn't reply by tomorrow (at) 2359 UTC, the game will hold
pending a replacement.
