It seems there was more than one confusion over the retreat season. I don't know what Nick's problem was, but Jim (Russia) was under the misapprehension that in Winter he could voluntarily disband units and rebuild them. That is, obviously, not the case, and he says that Warren finally explained that rule to him *after* the retreats.
Since it's Jim's first DC game, this is plausible ignorance, and I think that it would be a fair trade to approve both retreat do-overs. One helps Russia, one harms Russia, but both help the game to be played at the highest level. Could everybody agree to this?
I apologize for writing this myself; as a DC old-timer, I'm a bit more willing to challenge things than a newcomer would be. I was also the recipient of your good graces earlier in the game, and I think it's fair to extend that grace to others.
