Well it seems that Russia has ignored my blatant hints about submitting some sort of moves, so Russia is now placed in CD. The 5th victim of CD for this unfortunate game.

However I do thank France and Austria for continuing to play on, and although i have assured both of you privately i will say it again - this game is a severe abnormality in the diplomacy community and i hope your next game will be much better. Even though Austria now needs 1 SC to solo this game, i urge France to continue to submit moves till the end of this game.

I will however give France and Austria the opportunity to vote YES to a concession to award the solo in this game to Austria at the current winter deadline, rather than play through one more year.

The SOLO concession to Austria would require a YES vote from both players.
