No to both. Why are Russia and Austria not involved in the other draw? Because Turkey has been unable to rally them to his cause.
General plea to all: A French solo is inevitable. This coming year I will take Tunis. Germany is mine. His lack of fleets gives him little hope of defense. Turkey cannot get there fast enough to help him nor get there fast enough to pick up the centers.
I do not expect the French solo will pass this turn. The board looks open. But once Kiel and Berlin are mine, I do hope we all vote for the solo, rather than make the game drag out. After all, at that point Scandinavia and StP are tactically guarunteed, and with Tunis, that makes 18.

Turkey proposes both a FGIT and a DIAS, and votes yes to both.

"It's like in the great stories, Mr. Frodo. The ones that really mattered. Full of darkness and danger they were. and sometimes you didn't want to know the end because how could the end be happy? How could the world go back to the way it was when so much bad had happened? But in the end, it's only a passing thing. The shadow, even the darkness must pass. A new day will come. And when the sun shines it will shine out the clearer. Those were the stories that stayed with you - That meant something. Even if you were too small to understand why. But I think, Mr. Frodo, I do understand. I know now. Folk in those stories had lots of chances of turning back only they didn't. They kept going because they were holding onto something."
"What are we holding onto, Sam?"
"That there's some good in this world, Mr. Frodo. And it's worth fighting for."
