So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Due to personal commitments, my Tsar has to back out of DC428. The position is decent, and I slightly overexaggerated the count: Russia is likely to lose two centers this year (1908 ). If you're interested in the spot, respond or send me an e-mail.
