The Indian Proclamation
Hereby we, William III of Orange, declare the Indian Ocean to be Dutch national waters. As a result of this, maritime law in the Indian Ocean will be suspended and Dutch National law will hold. Trading vessels are welcome in the Indian Ocean, but are required to acquire a permit at the Port Authorities in Kaapstad, Perth, Ceylon, Aden or Batavia. Military vessels are only allowed to enter the Indian Ocean when accompanied by vessels of the Royal Dutch Navy
Thus we have declared on July 1st 1869 in Batavia,
