France attempts to hold back the advancing Austrian army in both St. Petersburg and Munich. However, it seems that Germany is expecting -- if the game continues -- to be squashed by France with the game ending in a 2-way 17-center draw. So the Kaiser casts a decisive vote for an Austrian solo, not by word but by deed. Germany orders his army in Munich to move and supports Austria's move into that now-vacated center, and also cuts France's support for the Russian fleet.
Austria wins the game, having taken control of 18 centers following the fall 1908 moves. Congratulations, Niklas!
