So I received everyone's adjustments a little early, so here's the
adjudication. As expected units pop up all over the board; the waters
may become especially crowded as every nation that could built at least
one fleet.

The deadline for Spring 1902 will be this coming Tuesday, October 28, at
9 pm eastern. Send prelims before that!
