The beleaguered Empire of France will vote yes, to tie the game up
before the holidays. Then we can all focus on the upcoming Winter Blitz
in January. I believe there is no way to keep Spain from the 4 sc
he needs - he's got my Vie and Stu at his fingertips, so he really only
needs 2 elsewhere. I hate voting for an outright win, but don't see how
it can be stopped.
