This turn was adjudicated without a full set - Russia has already used up his grace period, and thus the NMR was enforced. If Russia also NMR's the retreat, the unit will be disbanded, and he will get a build. If Russia also NMR's his build, no unit will be built. If Russia NMR's the coming Spring turn, I will put the game on hold and seek out an replacement.
