I guess I was confused because you sent some Spring 1909 orders with the
builds - I assumed the word prelims referred to those, and thus I
adjudicated by my house rule that I consider builds final unless they
are specifically marked prelim. I highly doubt that Joe's build would
influence B's decision, so I am going to allow the change in build. In
the future please be as specific as possible when marking orders prelim,
final, ect. That said, with only three people left please do mark
orders final when you're ready - I'm hoping that our reduced number will
allow for some early adjudications!

This request is completely uninfluenced by Joe's build - rather it was
part of the internal debate that I was thinking about already. The GM
can verify that this build order had already been sent in one set of
the prelims submitted prior to the adjudication.
