So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

Folks,
Normally, I'd NMR Russia as per my house rules. However, Babak warned quite a few people well ahead of time that he was having problems with his computer. In that light, I'm pushing the deadline until tomorrow (Wednesday) at the normal time.
Babak, if I still don't have your builds by then, I'll be forced to NMR you just to keep the game moving.
