In my rush to get these out before i left for work i forgot to mention that Russia has the option to retreat his fleet off the board and rebuild it somewhere else or as a different unit.
So, that retreat could possibly factor into other power's builds. Since that is the case i will change the Monday deadline to Russia's retreat order then set the Winter deadline to Wednesday April 18th.
Sorry for the confusion...i wanted to get you the results before the weekend.
