PREV Winter 1902 Adjudication: NEXT

A short word on the French NMR and retreat, and my decision on it.

Retreating OTB is not technically part of the rules of Diplomacy. I know it's something that's done on DC, and I offer the option myself when I GM a game, but it doesn't actually appear anywhere in the rules of the game, or even in the rules of the DC website, that I can find. It's also not something programmed into RP or RW.

So, even had I chosen to create an Autumn phase, and even had France NMRed again, I wouldn't have disbanded him over his neglecting to specify he didn't want to go OTB. OTB's are more something that's granted over and above the rules by GMs. It's not something I would ever force a disband over,

Given that, with France's unit in Ruhr having only one viable retreat location, that's where I moved him, as crazy as it is to have an NMR give someone a build.

With that being said, France has neglected to give me a build order, so it is waived. An NMR from this Spring will cause him to go into Civil Disorder. I really, really hope that doesn't happen.

Deadline for Spring 1903 is 5/22, 8:00 PM EDT.
