Fall 1903
Russia takes a pounding at the hands of Germany and England and the Tsar finds himself holed up in Moscow, pondering certain defeat. The French premier vanishes (no doubt seeing an 'actress') and his forces down their weapons. The Archduke (who appears to have been on the sauce) engages in a reckless exchange of centres. He relocates the government to Rome and lends Budapest to the Ottoman Empire. Italy suffers heavy losses and may be planning a trip to the bunker for a last stand- some company for the Tsar.

France has not ordered again and so is now in Civil Disorder.

There are no retreats so we go straight to the adjustments which will be due in at 2100 GMT on the 27th January.
