1904 begins with more fleets from the French to provide a rather balanced force, which does make France a top contender. The Austro-Italian alliance is continuing apace, and is a strong and unified force. Russia lost ground but retains control of the Black Sea and will take some effort to dislodge - but negotiations as ever are the difference-makers. Nothing in this game is ever certain, and though Germany and England are at two and three dots respectively, both maintain important influence over what happens. 

Spring 1904 orders are due Friday, March 18th at 08:00 US-Central. I'll be more diligent about sticking to that.
