But onto Spring 1904! Not everybody submits movement orders. Even those who do submit orders don't necessary move. Perhaps you are all taking your cue from the water scorpion, which waits patiently and idly for its prey until with a sudden spring, it's dinnertime. It's an interesting strategy to apply to a game of Diplomacy...
