This turn was adjudicated without a full set - Russia has already used up his grace period, and thus the NMR was enforced. If Russia also NMR's the retreat, the unit will be disbanded, and he will get a build. If Russia also NMR's his build, no unit will be built. If Russia NMR's the coming Spring turn, I will put the game on hold and seek out an replacement.

If you'd like, you can send conditional builds based upon if Russia disbands the fleet or not (since that happens prior to builds/removals).
