Those powers (Europe, Persia, China) who control Russia's home centres may now switch one or more of their home centres for and equal number of his. The home centres of theirs that get switched from and those of Russia's that don't get chosen will lose their stars and will be ineligible for building from this point on. These switches would happen after this Winter building phase, so no one can switch and then build in the same winter. Include any switching orders with your winter adjustments, please.

Just to be clear, the centres up for grabs are St. Petersburg, Kiev, Nizhniy-Novgorod, Astana, and Novosibirsk.
