Wow - I'm a horrible GM and kind of forgot about this game for the whole week. My greatest apologies. Even with the delay I never heard from Ukraine, so his A Podolia is disbanded. Britain retreats F Norway - Lapland, Germany retreats A Alsace - Belgium, and Italy retreats A Serbia - Albania.
We have a proposal for a 2-way draw to be shared by Germany and Poland, with everyone else recording survivals. Please include your votes on this proposal with your fall orders. The proposal requires a full 10 yes votes to pass.
Fall 1998 orders, press, and proposal votes are due this coming Monday, September 13, at 9 pm eastern, and I promise to get the adjudication out much more promptly.

France to Turkey : you missed the chance to take Venice. I may or may not be able to support you there this fall. Its a guessing game now, but the support is possible.

Poland to Italy:
Fried Mario, Friend Lugio, I have but love in my heart for the Italians and their fine wines. I wish for your success, but am unable to help without moving through your territory. Say the word and the armies move through the Balkins, but I will not attack you without.
Poland to Ukraine:
If you have disbanded the POD army for a fleet, if you move ODE to KIE or MOI, POD can move to ODE bouncing with the SEV fleet and you will be able to get a fleet build in ODE or SEV.
If you have retreated to Italy's SC (HUN) and caused disbandment, I am not sure about your intentions, so will assume the fleet bounce is fine and move POD to ODE. Regardless, you can decide what you'd like to do.
If you have retreated to KIE, as I suspect you have, I cannot get you a fleet without giving you a SC. You can move or self-bounce in KHA. Certainly a defensive move, but I'm not sure where you have an opportunity for offense.

Depending on Italy's response, are you willing to allow me to move through the Balkins (including POD) and have RUM support such efforts?
Poland to France:
Ahh, the words of the wise. But the Polish have much experience with their Liquor and beer. The Germans have been sending their fine beverages since 1993, so there is no need to be burdened with the actual brewing. That said, I have had a taste of Scotch and have a dream of receiving a shipment. Perhaps the Germans will forward some soon.
I wish that the world were different, so that we may be close, but alas fate is cruel and Germany shall not be abandoned.
Poland to Germany:
Depending on Italy's response, I may need CZE back next turn to fund my support of him. Hopefully that will be acceptable as the Monarch has donated his throne to yours.
I noted the trip to Denmark. The fleets plan to stay relatively as is, but let me know if there is somewhere else that is preferable. NOR will support DEN to NTH.

Russia to all: I gave you warning about conceding to Poland if no one acted and most everyone backed out and kissed Poland's butt. Poland is essentially attacking Ukraine and Ukraine does nothing, like I predicted. France, you must know that I was doomed from the start and I take no ill toward you... but I assure you I'm not a sore loser. I just didn't think there was any dignity in fighting back against Poland. He would conquer me regardless, so I tried to make it the rest of the board's option on what I did. Poland should do well and I hope the best for him.
As for my NMR: I've never NMRed on accident. If you asked the GM and he would give an honest response he would tell you I submitted a "NMR" by email. Diplomacy is a game for all types of players and all types of strategies should and could be taken seriously. If you are somehow angered by any of my actions... let me tell you that it is just a game and don't be 'sore' because of it. Good day! :-)
