Diplomats,

France and Austria are the big winners as we sum up 1907. Both countries gain two centers, while Britain loses three. Russia also loses one center, which makes the count even.

Due to the fact that several Fleets were sunk this year though, the adjustments do not add up. We had a single retreat, but I've autoretreated the British Fleet in Netherlands to Helgoland Bight.
