Alright! The I/R draw vote has failed, but more than that -- with these moves it is made obsolete. Russia has undertaken the big step of stabbing towards a solo -- and just about got there! In fact, this is something I have never seen before. Presently, Russia has control of 17 SCs, but has the potential of claiming the solo with a forward retreat from Kiel. This does not happen very often, and surely it must be even rarer that it is the move that clinches victory. Though it may be a formality, I will still await the Russian order to do it. To get there, it required a stab of Italy combined with the continued invasion of Germany. Despite losing Budapest to the Italians, and being dislodged from Kiel, the result is a definitive Russian gain. For what it's worth, I did receive an EGP to go out with this turn's orders, for a Russian solo victory to occur during Winter 1906. So if Russia moves the dislodged unit to Holland, then we have a result, but if not then we can vote on whether or not that is the result anyway.
