Alright guys, rough turn for me here, first map was correct, I listed it wrong. There is a FLEET in Marseilles. Again, Marseilles has a fleet. Sorry for the confusion.

Sorry gentlemen, the map was incorrect. It's showing a Fleet built in Marseilles, but as stated it's an army. Here's the corrected map.
