First of all, sorry for not sending this out Friday, I had to deal with a family medical problem.

The retreat/adjustment phase brings good news for bootmakers but leaves shipbuilders idle. All the new units are armies, while Russia scuttles his southern fleet.

Because of the delayed winter 1902 adjudication, I am seeking the advice of our Tournament Directors on when to set the spring 1903 deadline. Please stay tuned. In the meantime, prelims are strongly encouraged.
