We have our first NMR!  However, because it is the holidays, I am feeling lenient.  Also, it is our first year.  I would not have a country NMR in the first year - the effect on the rest of the game is absolutely tremendous.  I've given the player 1 week to get in orders.  I usually will give no time to correct an NMR, but it's the holidays and blah blah.
