If you have more than one required build/disband, please provide your build/disband orders in the order of importance from top to bottom.  And, remember contingency build/disband orders can only be based on a possible retreat, not on someone else’s build/disband.  Any contingency build/disband based on someone else’s build/disband will be ignored and the Civil Disorder disband will be enforced.  Please ask me individually, if you need to be reminded of how Civil Disorder disbands work.  Thanks.
