This is rather specious reasoning, because the objective is almost entire about the finish -- the SC count matters little. The point system is as follows (my highlights):

A Two-Way draw nets you 15 points. Additional supply centers are only 0.1 points per dot. This is a high-risk, low-reward format for continuing the game, as you risk losing the two-way draw just to improve your score by, what, half a point? By the time you add five SCs to your stash, might you not be in danger of Turkey having a huge jump on you and going for the solo? He has the Austrian and Russian toadies in hand who are going to beat you to the punch in Germany -- what do you have that makes you so confident Turkey will still vote for a two-way draw three or four years down the line?
You are risking much to gain very little, my friend...
