So too could minor variations in one part of the board affect play across the board. The Captain of Watch asesses the board for all possible impacts - both immediate and long-term.

It seems like there's never a good place to lose a unit. France and England vacate scandinavia, while Italy keeps pumping out the fleets and Russia builds one army and keeps one in reserve for later.

England:

Italy:
Build F Naples
Russia:
Build A Warsaw
Build waived
